In the center is the Small State Emblem of the Russian Empire - a two-headed eagle, whose heads are crowned with two crowns, the third, a large crown over them. On the eagle′s chest is the Moscow coat of arms - a shield with the image of George the Victorious with a spear, slaying the dragon.
