Built at the Admiralty shipyard in St. Petersburg, the imperial yacht Derzhava was launched in 1874 and was intended for use in the Baltic Sea. The court architect, professor of the Imperial Academy of Arts Ippolit Antonovich Moneghetti (1819 - 1878). Also according to the project of I.A. Moneghetti in 1871 - 1878. a ceremonial yacht service in the Russian style was created. Ornamental decor includes state and maritime symbols, the monogram of Emperor Alexander II, the imperial power, the image of a two-headed eagle, sea ropes, chains and anchors. The service for thirty people was complemented by a crystal piece made at the Imperial Glass Factory.
